Regional Safe Programming Adviser AELA (Asia, Europe and Latin America)

The Asia, Europe and Latin America Region for NRC comprises a diverse range of country programmes across a vast geographical area. Of four regions in Field Operations, the Asia, Europe and Latin America RO is based in Head Office covering: three sub-regions: Latin America, Afghanistan/Iran and South East Asia and a stand-alone programme: Ukraine. The operating environment is varied, encompassing a complex and multi-faceted set of humanitarian and recovery response needs in countries that are either fragile, environmentally vulnerable or both.

The Regional Adviser – Safe Programming is a temporary expert in the Regional Office Programme Units and will work closely with other Regional CC and Programme Advisers, the Country Office project teams and the Project Manager Safe Programming in Head Office.

Generic responsibilities

  1. Safe Programming roll-out. Facilitate and coordinate the dissemination, roll-out and institutionalization of safe programming in the Regional and Country Offices, in line with NRC's global Safe Programming and Protection Roadmap. This includes building systems, capacities and tools for applying and implementation of the Minimum Standards and humanitarian principles across NRC’s response.
  2. Capacity Development. Provide training, capacity building and mentoring of regional and field staff on programming standards, especially the Minimum Standards. This includes both the technical standards as well as the NRC routines for design, implementation and compliance checks.
  3. Programme Quality. Provide ad hoc technical advice and support to the Regional Programme Unit and Country Office project teams Field Teams throughout the programme-cycle. This is to ensure adherence to the safe programming standards (especially on the minimum standards) during planning, implementation and monitoring of NRC’s programming.
  4. Risk and Compliance. Support the establishment and operationalization of regional risks and compliance routines for safe programming
  5. Grant Processes. Review and provide safe programming feedback to project/grant processes, including: concept notes, proposals, grant agreements and reports.**
  6. Reporting. Contribute to reports, including: updates on the safe programming roll-out situation reports (sitreps), assessments, background/briefing papers, talking points, information memos, and other relevant documents relating to safe programming as required by the Regional Program Director

Specific responsibilities

  1. Contextualize training material for the roll-out of Safe Programming and the Minimum Standards.
  2. Provide capacity building and mentoring of Country Office focal points related to Safe Programming and the application of the Minimum Standards.
  3. Support the Country Office self-assessment process for Safe Programming.
  4. Support the development and rollout of Country Office Action Plans for Safe Programming.
  5. Prepare regional-level Safe Programming trends analysis.
  6. Play an active role in the accountability (risk and compliance) mechanism at regional level.
  7. In collaboration with the regional programme team, partner with and support Country Office Specialists and Managers on the review of proposals and budgets to ensure that adequate attention is paid to safe programming minimum standards.
  8. Active engagement and communication with key stakeholders across the NRC.
  9. Support the integration of Safe Programming into NRC’s Ways of Working across relevant departments.
  10. Represent NRC at relevant forums as requested by the Regional Programme Director.

Generic professional competencies:

  • Minimum 5-6 years’ experience in related programming in conflict / post-conflict environments.
  • Master's degree in related field (desirable).
  • Strong knowledge of global protection (mainstreaming) standards and relevant bodies of international law (international human rights law, international humanitarian law and refugee law).
  • Strong communication skills and ability to build trust and confidently navigate both internally and externally at different levels.
  • Ability to think strategically and constructively and to apply these skills in developing policy frameworks and guidelines to support institutionalization of protection mainstreaming.
  • Experience in developing and delivering high quality protection-related training and tools to support practical implementation of protection standards.
  • Experience in working with partners and supporting development of their organisational and programmatic protection capacities.
  • Fluency in English both written and verbal;, Spanish an asset.

Context/ Specific skills, knowledge and experience:

  • Knowledge of risk, compliance and accountability mechanism.
  • Knowledge of donor requirements linked to safe programming (protection mainstreaming).
  • Willingness to travel, including in insecure environments.
